How do you get the black paint on the engine so good, are they spray with heat resistance paint and then baked in the oven.

Before I take my hubs to be powdercoated this week, can anyone tell me if they're meant to be matt or gloss - I'm unable to tell from the current state of my hubs which it is?
Thanks
